how can a huge metropolis slow down?

The Cittaslow Metropolis project has been developed with the collaboration of Cittaslow International and İzmir Metropolitan Municipality aiming to disseminate Cittaslow philosophy in the big cities. The Cittaslow Metropolis model draws its strength from two sources: the solid experience of the Cittaslow model and local government experience of the İzmir Metropolitan Municipality. International Cittaslow Association has been active in many countries since 1999 which provides a solid experience in different
countries under different conditions. City of İzmir has always been an important port city acting as a gateway connecting Anatolia and the rest of the world. Izmir Metropolitan Municipality was established in 1867 and today it is one of the biggest municipalities in Turkey.

The Cittaslow Metropolis concept has been developed in collaboration with the Cittaslow Metropolis International Working Group, İzmir based institutions, academicians, NGOs and local people. The objective was to create a local government model prioritising slow philosophy and good living. The concept has been designed with many stakeholders in İzmir including NGOs, experts, chambers and academicians. A research was conducted on the leading initiatives and organisations in the world to understand their perspectives on good living and urban life in general. The ideas of civil
society representatives, professional chambers, experts and academicians about life specific to İzmir and the metropolitan city in general were analysed together with the prevailing views in this field in the world and compared with the Cittaslow philosophy. From this perspective, the topics that should be given importance in the Cittaslow Metropolis model have been determined.

Bülent Köstem

İzmir Büyükşehir Belediyesi'nde Cittaslow Metropol İzmir Proje Koordinatörü olarak çalışan K. Bülent Köstem, 2009 yılından bu yana Cittaslow Türkiye Teknik Koordinatörü görevini de yürütmektedir. Köstem proje geliştirme, yerel kalkınma, sivil toplum, kent ve yavaşlık alanlarında çalışmaktadır.

2011 yılında Yavaş Yaşamı Destekleme Derneği'nin kurucuları arasında yer almış ve derneğin yönetim kurulu başkanlığını görevini yürütmüştür. Roman Toplumu Gençlik Eğitim ve Kalkınma Derneği'nin de kurucuları arasında yer alan Köstem, halenİstanbul Bilgi Üniversitesi Sosyal Kuluçka Merkezi'nin yürüttüğü Yerel Katılım için Sosyal Kuluçka Programı'nda mentor olarak sivil toplum kuruluşlarına destek vermektedir. 2005 yılında Meteksan Sistem firmasında Expo 2015 projesinin yönetiminde çalışmaya başlayan Köstem özel, kamu ve sivil toplum sektörlerinde çalışmıştır. 2009 yılında Seferihisar Belediyesi'nde çalışmaya başlayan Köstem Seferihisar'ın Cittaslow adaylık sürecini yönetmiştir. Cittaslow Türkiye Teknik Koordinatörü olarak Türkiye'deki 18 Cittaslow'un adaylık süreçlerini ve KKTC'deki 4 kentin adaylık süreçlerini yönetmiştir.

Dokuz Eylül Üniversitesi'nde İşletme ve Anadolu Üniversitesi'nde Sosyoloji lisans eğitimi alan K. Bülent Köstem halen İzmir Demokrasi Üniversitesi'nde Sosyoloji yüksek lisans programına devam etmektedir. Ataşehir Adıgüzel Meslek Yüksekokulu'nda "Yavaşlık" dersi veren Köstem ayrıca “Yavaşlık” adlı kitabın yazarları arasındadır. Tüketim ve yavaşlık konularında TEDxKoçUniversity ve TEDxBursa organizasyonlarında konuşmacı olarak yer almıştır.

Çiğdem Horoz Gören

Çiğdem HOROZ GÖREN was born on 06.04.1993 in Hatay Province. She graduated from Dokuz Eylul University, Faculty of Architecture, Department of City and Regional Planning in 2016 as the top of the faculty. Çiğdem received the "Third Place Award in Turkey" in the graduation projects competition for the students of the city and regional planning department, which she participated in with her shore design. In 2020, she completed her master's degree on "Walkability in Cities and Campuses" in the field of Urban Design at Dokuz Eylul University.
During her master's education she took part in academic projects on "Streets Design that Encourages Walking", "Street Rehabilitation in Historical Areas and Design of Post-Disaster Gathering Places" within the scope of Tübitak(Scientific and Technological Research Council of Turkey) and National Earthquake Research Program. She is continuing her doctorate education on "Relationship between Transportation and Climate Change" at Dokuz Eylül University. She has papers and published scientific articles on walkability and accessibility in case of disaster.
In November 2021, Çiğdem started working as an urban planner at the İzmir Metropolitan Municipality, Department of Strategy Development. Currently, she is working on "Urban Mobility and Pedestrian Priority Street Design" in the Cittaslow Metropolis İzmir Project team.

Deniz Paytar

Deniz PAYTAR was born on 04.06.1990 in İzmir Province. She completed her high school education in the French Department at İzmir Bornova Anatolian High School. She graduated from Dokuz Eylül University, Faculty of Architecture, Department of City and Regional Planning in 2013 with her bachelor’s dissertation in the field of "Urban Design".
Deniz worked as an urban planner at Aydın Metropolitan Municipality between 2015-2017 and then at the Ministry of Transport and Infrastructure, Directorate General of Infrastructure Investments between 2017-2019.
In February 2019, she completed her master's degree at Ege University, Department of Landscape Architecture, with her dissertation on " Examination of Nature Conservation Zones on Spatial Planning".
She has been working in İzmir Metropolitan Municipality since October 2019. After working as a technical assistant in the Office of Assistant Secretary General and as an urban planner in the Department of Transportation, Directorate of Bicycle-Pedestrian Access and Planning, she is currently working on "Urban Mobility and Pedestrian Priority Street Design" in the Cittaslow Metropolis Project team of the Department of Strategy Development.

Ece Çınar

Born on February 15th 1986, Ece Çınar is working in Directorate of Strategy Development and Coordination Directorate and concurrently retains her responsibilities as Cittyslow Turkey Administrative Affairs and Candidate Cities İntendant in Cityslow National Network Organization. Ece Çınar has a Bachelor’s and a Master’s Degree in Public Administration from Dokuz Eylül University as well as a Bachelor’s degree in Labor Economics and Industrial Relations from Anadolu University and she is studying Social and Economic Geography in Ege University Graduate School of Social Sciences
During her Master’s studies she has studied Political Sciences in Universita degli Studi di Genova with Erasmus Exchange Programme and has written an article with the title of “Cittaslow Movement and Member Cities of Cittaslow in Turkey”. She participated a graduate summer school programme supported by TUBITAK on Good Governance and she has publications named “E-Devlet Project in New Public Administration Approaches and İts Practicability in State İnstitutions” and “Slow City Movement’s Role in Reorganization of Cities and its Practicability in Turkey”. She received her master’s degree with her theis “Cittaslow: A Slow City Movement as an Alternative to Monotonous Urbanization Caused by Globalization”. She is continuing to study local administrations, city movements, local development, sustainability, cultural heritage, and city identity fields.

Evin İletmiş

Evin İLETMİŞ was born in Cologne, Germany on October 16th 1986. She made a definite return to Turkey with her family in 1990 and settled in the Güzelbahçe district of İzmir.
She started her academic studies in Mersin University and received an Associate Degree in Computer Technologies and Programming. She later got an Associate Degree in Social Services from Anadolu University and Bachelor’s Degrees in Business from Anadolu University and in Nursing from Collage of Health Sciences of Medipol University She is now studying Sociology in İstanbul University.
Between 2015 and 2018, she practiced nursing in neonatal intensive care units of various private hospitals. During this period, she was awarded by The Ministry of Health with The Qualification of Neonatal Resuscitation in 2016. In this process, she received the Newborn Resuscitation Program (NRP) certificate given by the Ministry of Health in 2016.
Afterwards, she studied forensic nursing in Ankara University Medical School in 2017. In 2018, she obtained a Certificate of Qualification in Pedagogical Formation. The same year she operated as a nurse in Klinikum Bremen Mitte Medical Clinic in Germany. She attended various training programs in human rights, migration, anti-discrimination and countering hate speech. Following the İzmir earthquake she was assigned to the team that coordinated the voluntary works. Afterwards she participated in various rights-based projects and refugee commission in the Directorate of Urban Justice and Equality.
She has been working in İzmir Metropolitan Municipality as a social worker since 2019. Evin worked within the Directorate of Social Projects - Historical Coal Gas Factory Culture and Art Center of the Department of Social Projects as a youth representative During the Global Pandemic lockdown. Since February 2022, she is a member of The Cittaslow Metropolis Project team within the Directorate of Strategy Development and Coordination.

Ezgi Yazıcı

Ezgi YAZICI was born on 20.03.1995 in İzmir Province. She completed her high school education in the language department at Cem Bakioğlu Anatolian High School. She graduated from İstanbul University, Department of Russian Language and Literature in 2018 and attended a summer language course in Minsk, Belarus.
In October 2020, Ezgi started working as a translator at the İzmir Metropolitan Municipality, Department of Foreign Relations and Tourism. She has been working in the Cittaslow Metropolis Project team since March 2021.

Havva Gül Coşkun

Havva Gül COŞKUN was born on 13.12.1977 in İzmir. After completing her secondary and then high school education at Bornova Anatolian High School, she graduated from Ege University, Department of Landscape Architecture with a master's degree. She started her career in Antalya as a manager at big hotel construction sites. Gül has been working as a landscape architect in İzmir Metropolitan Municipality since 2015 and in the Cittaslow Metropolis İzmir project since February 2022.

Pınar Özgüç

Pınar ÖZGÜÇ was born in İzmir in 1984. She is working in the İzmir Metropolitan Municipality, Cittaslow Metropolis Project team. She graduated from Middle East Technical University Sociology Bachelor's Program and then Ankara University Sociology Master's Degree. Pınar carries out activism and academic studies together in the fields of Gender Equality and Human Rights. She was involved in a wide variety of international and national researches throughout her education life, and she has been working for rights-based civil society studies.

Sibel Kozan Alper

Sibel KOZAN ALPER was born on 13.07.1985 in Gaziantep Province. She graduated from İzmir Institute of Technology, Faculty of Architecture in 2009. She designed architectural projects in Turkey and abroad in the "Bilgi University Architectural Design" master’s program, which she started the same year. After completing her master's in 2011, she worked as a project manager for 3 years at Tabanlıoğlu Architecture in İstanbul. In 2014, she started to work as the "Architectural Project Manager" at the İzmir Metropolitan Municipality, Department of Studies and Projects. In addition to many projects she designed within the scope of İzmir Metropolitan Municipality during her work period, Sibel managed the "Horizon 2020, Urban Green Up - Nature Based Solutions" project funded by European Union, which started in 2017. She took part in the design and construction team of the Peynircioğlu Stream Ecological Corridor Project and the Industrial Heritage Route designed and implemented within the scope of the project. Sibel led the "Climate Compatible Street Project" within the scope of the Project for the Dissemination of Nature-Based Solutions throughout İzmir. She has been working in the Department of Strategy Development, Cittaslow Metropolis Project "Design" team since February 2022.

Sibel Yüksel Şenel

Sibel YÜKSEL ŞENEL was born in 1984 in Balıkesir. She completed her high school education at İzmir Milli Piyango Anatolian High School. She graduated from Yıldız Technical University, Faculty of Architecture, Department of City and Regional Planning. Sibel took part in the "Urban Transformation Socio-Spatial Change Research Study in Old Town Centers and Slums in İstanbul" within the scope of TÜBİTAK Project. After working as an urban planner in various engineering and planning offices in İstanbul, she started to work in the General Directorate of İSKİ in 2011. After returning to İzmir in 2015, she worked as an urban planner in the preparation and examination processes of zoning plans within the scope of İzmir Metropolitan Municipality Department of City Planning and Urban Development. As of 2022, she has been working in the Department of Strategy Development, Cittaslow Metropolis İzmir Project team.

Uygar Çınar

Uygar Çınar was born on February 17, 1983 in Malatya Province. He graduated from İstanbul University, Faculty of Literature, Department of Sociology in 2009. Between 2012-2018, he worked as a Social Assistance and Investigation Officer at Konak District Governorship Social Assistance and Solidarity Foundation. Since April 2021, he has been working as a sociologist in the Directorate of Social Aids of the İzmir Metropolitan Municipality Department of Social Services. Uygar worked in many aid programs carried out by local and central governments, especially in aid programs for the disabled, asylum seekers, disaster victims, families of severely disabled and other disadvantaged people in terms of social and economic status. He is now working in the Cittaslow Metropolis Project.

There is a secret bond between slowness and memory, between speed and forgetting. A man is walking down the street. At a certain moment, he tries to recall something, but the recollection escapes him. Automatically, he slows down. Meanwhile, a person who wants to forget a disagreeable incident he has just lived through starts unconsciously to speed up his pace, as if he were trying to distance himself from a thing still too close to him in time. The degree of slowness is directly proportional to the intensity of memory; the degree of speed is directly proportional to the intensity of forgetting.
